its not eso , its STEAM
chances are for people who had this problem, at some stage, steam crashed or was forced to shut down by the user or steam was shut down before it can finalise its game sync/cloud sync.
as a result, steam rolled back on its game updates, meaning all games on steam are rolled back to its first day or latest patch state, thus it will "need" an update .
for other games, you can simply do a verify game files, steam will relocate game files and you good to go.
However DO NOT do this for eso, as eso has its own launcher, if you verify your eso game files, steam will roll eso back to its first day release version, which means you need to download the whole game, pretty much a clean install.
all we can do at this point, is redownload eso since the last big murkmire/summerset patch.
also if you think after steam download is finished , you be ready to play, you'd be wrong, as eso launcher will again, patch and update itself too.
so depends on your internet speeds/cap, get ready for some epic downloading action.
...ZOS, will you PLEASE give the Steam crowd a way to log in without Steam ? They purchased the game, the have an account like anyone else, but they are forced to use a third party software that has caused several issues in the past, and one more today. On top of your own issues, that's a tad bit irritating. Make it so that people who did buy the game through Steam can log in on their ESO account page, download the game and launch it without Steam. This feature is long overdue considering the number of issues that the STEAM ESO players have encountered.

Sorry mate, but this explains nothing.
This, I found on the ESO forum on Steam, though. My wife has the same issue, and as she's currently 300km from home and in a sh*thole were internet is crappy, that means we won't have the possibility to play together tonight. Lovelyits not eso , its STEAM

This is apparently an issue with Steam, and not just with ESO.
