Basically something like the questionaire that was planned before the game launched or at least a selection to tick few boxed to select similar people.

Or at least a way to only phase in with other roleplayers.

For overland content, delves, or using the random groupfinder, there's no way to choose what instance of content you end up in nor any way to exclude players who aren't interested in role play (though you could try to vote-kick them from a group dungeon group.)

If you want to hang out with just roleplayers:

You can form a premade group of roleplayers to do group dungeons. You can still use the Groupfinder to queue for specific or random dungeons and conplete them at your own pace.

You can invite roleplayers to an instanced house with permissions set accordingly - thats probably the best way to get a completely private RP setting.

It might be easier to do both of those options if you join a Roleplaying Guild where I'm sure the members will have some other tips for how they engage in role play in ESO.
