It's just silly to have to chose between makeup and a scar or facial hair and an earring! Same with tattoos, they definitely rate their own category.
Or at least give us the option to change the appearance in the first 3 days after we have created a new character, this way we can the opportunity to see our character in different light conditions and try many changes until we are happy with their looks. Also, the camera in character creation is bad, after spending nearly an hour to create a character and jumping into the game I realized that the neck was too thick so I had to delete and start over.

From the perspective of reality it's silly. But there's a good technical reason for this.
Your suggestion would result in more bandwidth required to play the game and more strain on the servers.
Every bit of information about every character's appearance needs to be transmitted to every player who can see them.
Your suggestion would take 1 bit of info and separate it out into several. Individually that would be tiny but multiply by every player online by every other player they can see and that adds up to a lot.

It's one of the things I hated most about the game when I started playing.
I spent 6 weeks creating and deleting characters - because of the 3 max and 1 regen per day character deletion - trying to get my characters to look right actually in the game.
Now I know about the PTS and effectively free, unlimited character edits but new players don't and very serious problems like this make very bad impressions on new players.
Which obviously is very bad for their bank balance. Cos instead of playing and enjoying the game and spending money on it, they exit and uninstall it. That's what I did. Admittedly not just because of this - there was also the nightmarish inventory management situation. But this definitely contributed to the decision to cancel my sub.

Some of the "a bit longer" hairs in game already cause issues with shields.... Now if they got it together so that you could choose not to display armor pieces (like shields), then I'd be all for it.
Character Creation needs a major overhaul, no matter what settings I use, they all look (facial features) exactly the same
