As I understand, shards used to have a stun and at some point it was removed. Fair enough. templars still have Toppling Charge and javelins for stuns.
I think adding a root to shards would restore some utility to this skill while providing some obvious benefits for pvp and templar tanks at the same time who currently don't have a root like DKs, Sorcs, and Wardens. I believe even NBs have a single target ranged root.
I don't personally think this would be OP because current this skill is lacking utility outside of it's resource restore, which is good support for dungeons and trials but does nothing directly for the templar casting it aside from being an AoE DoT and it's usefulness is highly diminished in fast paced pvp where everyone is running around all the time anyway.
To balance shards root it could have a cap on targets it can root in its AoE or alternatively provide a snare instead of root, similar to caltrops. Howerver, I think a root would round out the templars kit better though.
In addition perhaps it could be limited to the less damaging morph as to not make it OP if need be.
