It seems like it. It's a little smaller than Summerset and Vvardenfell, but from the looks of it, it also doesn't have huge mountains blocking most of the map.
I wonder when we will be getting the south of Elsweyr though. It would be too large to be the Q4 DLC unless ZOS says that Q4 will be larger than average because the chapter was smaller or something silly.
So when it comes to the DLC does the purchase of Elsywer cover other DLC they may release later on? So if this is only say half a map and they do a Murkmire sized zone to finish 'Elsywer' off, would that be like 'If you own Elsywer you get this for free'. Otherwise, they are charging you twice for the advertised zone?

No. They're charging for a chapter called Elsweyr that's contained in the advertised zone. It doesnt matter if it isn't all of Elsweyr, you know what you're getting and can either buy it or not.
Morrowind is only Vvardenfell and not the whole of Morrowind but it's still called Morrowind.
The map picture you've got above is from the late third Era, ESO is in the second ERA, which had different borders. Also ESO's zones don't accurately follow later depictions of borders, just remember that Reaper's March is basically like 40% Valenwood, 40% Elsweyr and 20% Cyrodiil later on, it's still its own zone.
A more appropriate name would probably be "The Elder Scrolls Online: Anequina", but from marketing alone, "Elsweyr" is significantly stronger and still associated with this region.

Maybe we will get a much much larger Q4 DLC (wrothgar sized?) because they can reuse assets from elseweyr instead of having to make new ones like clockwork and murkmire which were very different than their respective chapters.
Why is everybody thinking that Q4 wil be in any way conneted to Elseweyr? It will be about dragons yes, but I guess in the chapter we will deal with them in Elseweyr for good, so it is more likely that Q4 will be about anything EXCEPT Elseweyr. Dragon returned to their ancestors in skyrim? Or finally took their part in Cyrodiil war? You can only guess
