7x Uncracked Transmutatoin Geodes (4-25), all of them gave 4. This has happened before as well. It doesn't feel very random. It feels more like it's a 70% chance to get the lowest, a 20% chance to get the highest, and a 10% chance to get anything in between. I think I've opened 20-30Uncracked Transmutaton Geodes all in all, and I haven't seen more than six different numbers.

Is it random? Discuss! :D

As far as I can remember from lots of Rewards for the Worthy, I've gotten transmutation stones in increments of 4, 5, 10, 15 or 25.

It's weighted RNG, just like the rest of ESO.

Meaning, lower values have a much higher chance of dropping ...

It’s not random, it’s always a safe bet to assume you will get to lowest possible number

You answer your own question. Yes it's random. As somebody else said it's weighted. Of course you aren't going to have the same chance to get 5 as you do 2, but since it can be any number it's still Random.

I got 20 out of a geode yesterday. But yeah most geodes will give u 4 or 5 at most.

Weighted random is not the same as random.

Definition of random: a random sample/selection (= in which each thing has an equal chance of being chosen)

I'm sure there are other definitions too, but I've grown up with random being an equal chance. It seems very cheap that we're much more likely to get the lowest.
