Once the Imperial City gets separated from cyrodiil campaigns lots of interesting stuff can be done with it to attract lots of activity. I think one that will constantly attract players to IC is if it boosted everyone to CP810 and had a CP distribution screen you could set differently from non-IC modes.
If the new IC instance allowed all people to test out max CP distribution strategies it would be very active all the time. Like a testing ground. And data there could be monitored by developers for combat metrics.
