unless your'e doing score runs in trials and arenas, or looking to optimize a group for skin runs your race doesn't matter.
If you're running a high elf as a stamina damage dealer, or an orc as a magicka damage dealer, you'd probably notice some difference in effectiveness but not enough that it would put any of the content out of reach. And that's an extreme case.
If you look at the parse numbers that streamers have been doing with PTS, the difference between the TOP mag race and say, the 5th "best" mag race is a matter of 1-2%. Stam in the same scenario is just over 2%.
Yeah doesn't matter. The people who are worried about race changes are only worried about having the meta build for best dps, heals, tank. And even having the "BEST" is really only a small percentage better then the other. But I have seen a few test videos now and so far everything is really balance with the changes. At least for a magika race perspective but that's all I play so I haven't watched any testing for the more stamina oriented races.
If your not worried about meta then pick any race you like and have fun. Even if its not the "best" race for your build type the different in another race won't prevent you from doing end game content.
I have done many VET trail/ dungeons and never has anyone told me to leave because I was a Breton instead of an Altmer for my magdps classes.
If you're paying attention, tackling mechanics, and playing well, 9 times out of 10 people aren't even gonna notice your race TBH.
If you're standing around AFK, not trying, dying in red stuff repeatedly, spamming a totally worthless ability, and generally making little effort to be useful - that's when people are gonna stop and go, "UH LOLZ WHY U AN ORC SAUCEROR BRO"

Noted. I of course fully intend on playing as competently as I am able. I have a long road ahead of me, naturally, but that's what levelling up is for, right?

No worries enjoy the game. ESO has one of the best community then any other MMO I have played. There are even guilds out there that just help new players with dungeons, gear, builds, etc. Sadly, as with most forums, you will see people complaining about every little thing on here and making small things seems like a big deal.

I should point out that ESO is my first MMO on PC, so I'm still learning about the community.
Even though I played on Xbox, I never really interacted with the community there, so this is all rather new to me.
