Did Class Reps Know Which PVP Sets Would Be Buffed?

I was talking with some other players and we were wondering if the class reps knew which PVP sets would be getting buffed before yesterday's PTS notes became available to the public.
It was a point of conversation because if the class reps did know which sets were getting buffed, then they knew before the rest of us, which meant that they were in position to buy those sets on the cheap at the expense of other players. We were looking at Curse Eater as an example because its gold jewelry was selling for really cheap, which means if someone knew it was going to become much stronger then they could buy it up before PTS dropped.
I'm not saying that the class reps had inside information, however I am asking because there are multiple players wondering if insider information was allowing some players to profit at the expense of others.

Other games which have representative programmes normally have their security team keep an eye out for any suspicious activity from reps or friends, not sure if ZOS has anything like that in their NDA or agreement when it comes to reps.@Turelus - EU PC Megaserver
