Please Make Immovable Heavy Armor Skill Somewhat Viable

For example, it's "immovable brute" morph says: "While slotted, the Stamina cost of breaking free from a disabling effect is reduced by 4% for each piece of Heavy Armor equipped."
I believe this should be changed to "while active".
As using that skill, and that too on the main bar, is way too much of a sacrifice.
