How do "backbar sets/traits" actually work on your frontbar?

Hey guys,
imagine the following:
U run a charged (increased chance for status effects) frost staff on your backbar and u have wall of elements on the same bar. U use the skill and change to your nirnhoof inferno staff (frontbat), does the wall of elements still has an increased chance because of the charged trait backbar which it was used with?
Same for lightning staff - activating aoe ulti backbar (warden frost ulti aoe) with lightning staff and changing to your frontbar, does it have 8% more dmg during the whole time?
Can enchants now proc on your frontbar if a skill if ur backbar (wall of elements e.g.) is still active?
