Swapped from vampire to werewolf -- endless Sanies Lupinus debuff/Hircine quest

I swapped from vampire to werewolf -- cleansed the vampire, then a player bit me in the Rift shrine to get werewolf.
I completed the quest "Hircine's Gift" when picked up at the Riften shrine.
The Sanies Lupinus debuff disappeared; but every time I go to Reaper's March, it reappears and the quest giver for "Hircine's Gift" is always there.
I completed the quest, again, from this quest giver, and the Sanies Lupinus debuff never disappeared, and the quest giver has the quest again/still.
Please fix.
