Inspiration and a post I made on the Justice System Revamp has given me the idea of how they can add in the Enforcer System. But unlike its original plans it won't be pvp.
Eso has well done very well in adding lots of content including the justice system and other systems that have improved the game. The Enforcer system was going to be a pvp Bounty Hunter like system where players could hunt players for bounties. It was a bad idea, and it got tossed. But they can add in a system but not a pvp one. Here is my idea. I even came up with ideas for the skill line which would be pretty neat if ever added.
Instead of hunting players we would be hunting npc radiant criminals, world bosses, Delve Bosses and Public Dungeon Bosses. That are found in the base game zones. With three types of Quests, Hourly Quests, Dailies and Weeklies.
With Radiant Hourly Quest the quests would basically be like this. Not all of them would be the same some would be more difficult then others. Some might require some good ol' fashioned investigation to find the fugitives location as in talking with npcs playing good cop or bad cop till you find where they are staying stuff like that. But to the point where not every mission is the same but unique and random.
Hourlies
Quests that could be given for the houries. Capture Escaped Fugitive, Capture Thief, Capture or Kill Serial Killer . Capture or Kill Vampire, Capture or slay Werewolf. Capture Accused Necromancer. Capture Corrupt Guard. Capture Enemy Spy. Capture Bank Robber. Capture wanted Murderer, Capture Molag Bal Cultist. Capture Suspected Dark Brotherhood Assassin. Capture Suspected Thieves Guild Spy. Rewards based on points spent in Enforcer Skill Line.
Dailies
Defeat Delve Boss, Destroy the Monster. (World Boss) Stop and Defeat Powerful Monsters In Dungeon. Rewards 600 Gold below Level 50, 1500 gold level fifty.
Weeklies
Capture (Zones) Most Wanted. Capture Most wanted Escaped Dangerous Escaped Criminal. Capture Powerful Lycanthrope or Vampire. Only one of these quests can be done per week per account.
These weeklies would be the hardest to do. Each one would be a powerful boss. In its own right that have to subdue or kill if you subdue and capture you can get 15000 gold, but if you kill them you don't get as much and get 7500 gold instead if you fail to defeat or capture the criminal within a certain amount of time, you would only get 5000 gold for capture and 2500 gold for kill. If you fail to capture or kill with a second time gated amount of time the reward would be 1500 for capture 500 for kill and if you can't even make that you fail the mission.
The Skill line would be named Enforcer obviously and like the legerdemain skill line it would be a world skill line. It will granted on completion of a short questline introducing the Enforcer System. Or by doing a radiant Hourly Quest Granted by Dog the Khajiit. Like the Legerdemian it would be a passive skill line but with some offensive passives that will aid in Bounty Hunting and Capturing Criminals. So here are the Passives.
Equality before the law
Improves chances of Bartering with Merchants, Decreases Princes and improves selling price for legal goods by 2/5/8/10% Passives unlock at level One, Level three, level seven and Level Ten. Why I added in these passives is because selling legal items does not give you very much most are valued at zero some only gives like 20 to 30, or less for random junk such as pve gear and other items of the sort. What this would do is improve the prices so if an item is say zero gold in worth at ten percent it would be valued something like 30 gold pieces. I do think we should be able to sell items legally for gold coins in the same manner thieves and criminals do and get just as rich as them well maybe not that rich but close enough.
Bounty Hunter
Improves Bounty Gained by Hourly Quests 150 starting out with. Unlock at level 2 of enforcer Gold Gain to 300, Unlocks at level 5 of enforcer, Gold gain Increases to 500 Unlocks at level 8 Gold Gained Increased by 750. Unlocks at Level 10 Gold gained Increased to 1200.
Justice is not Nice
Makes it harder for criminals to escape, By pressing X you can chain criminals in place for 5 seconds. Unlocks at Level 5.
Judge, Jury and Executioner
Increases Damage done to world bosses, delve bosses and public dungeon bosses and Dangerous Fugitives by percent 5% at level 6,
Dogs of Justice
15 percent chance of Dog the Khajiit to be summoned and help you out for 30 seconds with a cooldown time of two minutes before it can proc again (Does not work In Cyrodill) Unlocks at level 10 (Yes I did base this one on the famous bounty hunter felt it appropriate to make him a Khajiit)
