Instead of having Nirn or Sharpened would it be best to slap an elemental dmg glyph on an Infused staff for general dps?

In general, for single target, yes.

Infused trait seems like it's way too good right now. It's best for everything isnt it? Other than dual wield needing only one infused.

It isn't, though. It has the best single-target, but nirn still does better AoE.

PvP-wise, Nirn and sharpened are generally preferred (former because it also boosts your heals, latter for raw burst).

Offensive weapon traits are in a good spot with a lot of diversity right now, imo.

Good to know. I have only really researched pve dps and tanking.

Should the front bar be Nirn with the back Infused then?

It really is good, but other traits have their purpose in different roles

Dual wield is now double infused as well

I thought infused and sharpened are super close in comparison? if that's the case, what is sharpened advantage on staff?

Every staff I craft or tranmute is now infused. Elemental damage was agreed to be the best. Oh wait; for sustain it might be better to steal some magicka. We can't rule out Weapon Power becoming BiS again. In a few scenarios a prismatic enchant could be awesome. Etc.

A big part of why I go infused is for the flexibility.

Sharpened increases the damage of your abilities by a good amount. Infused is the best if you can constantly proc your enchants on cooldown, which is never the case in pvp. Otherwise sharpened is better.
Infused is the best in pve though.
