As far as I'm aware it's becoming its own instance outside of cyrodiil and allow you to teleport straight there (although Id imagine you can still enter the original way). There may be more or I may be wrong entirely5

i may be wrong, but i thought it'd be with elsweyr and update 21 which is, i believe june 4...
