Since The Imperials don't have an affinity for Magic and they are not physically as strong as beast races, how about ingenuity in battle. Give them a bonus to siege weapon damage, oh lets say 5 to 10 percent. Then everyone in PvP groups would want a few to run with them. Their affinity for finding gold can remain for the PvE side of things or maybe make it better bartering skills with non guild vendors.
