Race change is faction locked

If the race change token they give out is the same as the one from the Crown Store, you can only change to another race in your faction unless you have the “any race, any alliance” upgrade purchased.
Maybe devs will give out a new one that is not locked to faction but I’m not sure because switching factions is not currently something the game allows.
