Map size on the world map and zone size is not at all to scale in ESO. You can have a big zone with relatively small map and small zones which appear to be much bigger than it is.
Depends on how much content is packed within it. Larger maps tend to feel empty and boring to travel. It's why I avoid most open world games now. They appear large in size, but lacking in content usually.

On the map, yeah, it looks pretty small. Smaller than Vvardenfell, but bigger than Wrothgar. The scale of the zone itself could be bigger though, but we won't know that until the PTS. Also might not have as many mountains blocking parts of the zone too, but we'll see.
