no, that would allow a tank to have all the benefits of survivability as well as all benefits of DPS ! That's called overpowered and breaks all sense of balance.
This tanking skill line is fine as it is. Want more dps ? Sacrifice survivability.
What If they do it like 50% scaling like shield and besides they'll never have enough stam to keep damage up consistent and there are no doTs in skill like as well so why not?
I think defensive posture and shield charge could do with a little buff, bt other than that I think it's fine.
Scaling from max hp would allow tanks to have huge survivability and good damage like already mentioned, and could cause problems in pvp. Or it's also likely to just make the skilline useless for pvp since many use it for damage, like playing a dk.
Scaling offensive capabilities with defensive stats is a terrible idea. If you want more damage use damage oriented sets and stats - stamina and weapon damage. I think there are several 30k+ parses around with s&b front bar around? Except those are not done with 30k+ health like most tanks have.
And the whole "help tank with solo play" thing is just wrong. There are no tanks, healers or DDs in solo play since those are group roles. There is noone to be tanking for in solo play. Noone to heal. You are your own healer, tank and DD. Change you gear and skills. Don't even have to touch attributes or CPs to manage all of the solo content (except vMA) with ease while sipping on your tea. There is no reason to be a 30k health, 25k resistances tank in solo stuff.
