Clarification: Assault passive Reach, minimum distance

So the tool tip says 'Any ability with a range greater than 28 meters is affected'. Does that include abilities which say they have a 28 meter range, such as the Destructive Reach morph? Does the Reach passive affect abilities at 28 meters, or 28.1?
(I'm wondering whether it's worth the skills points for a warden using Destructive Reach, Winter's Revenge, and Arctic Blast, all of which say 28m).
