Twist a violent storm around you, dealing 2186 Frost Damage every 1 second for 8 seconds to enemies around you and reducing their Movement Speed by 70%. |You and nearby allies gain Major Protection, reducing your damage taken by 30%.|Damaging an enemy three times with the storm will stun them for 3 seconds.

So is it bugged, broken, or is this just lag? I'm not trying to get into a discussion of whether it's OP or not.

The massive amount of damage ticks at once make me believe someone used snipe and you had a momentary desync there

That doesn’t look like perma did the damage, unless it just didn’t register and you got a health desync from it

What bug You're talking about here ? Since You've marked tooltip part saying about the stun I think You have some issue with that feature but I do not see any bug connected to it in the video. You've been hit initially 2 times (1 time off screen possibly since permafrost ends in 7th second of the video so it was active 1 seconds before video started and when it starts You are already in permafrost and getting hit by it) then left the area of it then camed back got 3rd hit (which was also last tick of the ulti) and stun. Looks like everything is working as intended. These 1632 dmg ticks You're getting in 1st and 7th second of the video are from permafrost and You most propably got 1 hit also in -1 second of the video if You know what I mean.

Looks like a health desync happened yeah. 2nd most annoying thing that happens, only beaten by the Sprint bug.. because just have to run around until stam is fully empty and cannot do anything before it, no using skills and so on, people think you are just running away like a coward.. i hate running away.
