If you just want to get to the city, it would likely be easier to enter on a mostly empty campaign, then you wouldn't have to que as long either.
It is an incredibly inefficient system as it is. I only happened upon the sewer entrance to IC by wandering around and exploring on my first trip to Cyro. It's actually ridiculous no direct port is available, and it's why I've never been back to the IC.
First, you queue for Cyro, then you have to ride your horse from closest fort/keep in your alliance while hoping not to get ganked, then you have to creep through sewers, while again, hoping not to get ganked. I barely peeked my head out of the sewers and into the city before a player immediately pounced on me and killed me from stealth. -_-
Wow, so much fun wasting time trying to check the place out! I'll never bother to go back either unless they put in a direct port location, cause it's really just a pain in the behind otherwise. The 4 player dungeons are the only thing I've done there and it was through the grouping tool and not via my alliance in Cyro.

But if you have you home and guest campaigns chosen already you cant enter another?

I waited 2 hours to enter Cyrodiil so I could access the IC (mainly for the event achievement).
People who want to PvP in Cyrodiil don't pass by the sewer entrance and say, oh, look a sewer entrance! Where does it lead? And next they abandon their Cyrodiil quests to do the sewers or the city! So it would be so easier to have a separate port for each.
During the event, the city was almost deserted. There were like 2-3 players per faction doing the flags, and that was it (Vivec EU, some minutes ago). So is that for what I waited 2 hours? I was hoping for some large scale battles, maybe do the center area too... That is because if you wait so long to enter Vivec, you go where the big battles are now, like keeps sieges and all, not IC.. but I am sure more people would play in the IC now if they could enter it directly, not via Cyrodiil.

My suggestion is in the future, if you need an achievement, go to a less populated campaign
