And besides total lore breaking, the game engine is not capable of vertical movement which is why there is no underwater travel either. The devs explained it here.

Even the Dragonborn had a hard case getting that to happen through necessity in the main quest, and all other instances required using a shout to force the dragon to bend to your demands sooo
