Anyone Else having issues with Honor the dead not working? Especially while blocking with Ice staff

I’ve been having issues all weekend with Honor the Dead. I know there was a previous bug which made this one move not fire off.
While in combat with an ice staff it only works 2/3 of the times. It seems like it won’t fire( animation begins to play but doesn’t complete) when I block something at the same time.

For anyone. When you cast the move you wave your hand in the air. Right as the is over you get the white/yellow glow. It never actually makes it to that part of the animation. It just stops right before the heal goes off.
I’ll post video next time it happens.
I know this was a bug a while ago that just recently was fixed0
