If they were to implement a mechanic where people were actually able to hunt down those with a bounty on their heads, those who are "rounding up criminals" would actually be the ones stealing from other players, given that thieving and murder is a solo mechanic that affects no one but a few NPC's. Depending on what the reward system is, and whether or not you can take any stolen goods on their person, this could be a very toxic mechanic that we simply do not need. No one would be a hero. They'd simply use it to grief people.

Yeah giving players the ability to collect on bounties would basically be open world pvp and nobody NOBODY wants open world pvp in a game not designed for it from the ground up. its a cancer in WoW and it would be a cancer in ESO. only trolls and griefers like open world pvp.

I don't know how it is in BFA but in legion even on "PVE" servers trolls and losers would constantly kill quest NPCs bankers and
shopkeepers. becuase blizzard is pants on head stupid and wouldn't make those NPCs unkillable and guards were a joke by then.
You think ESO guards are too easy to get away from and cant kill people? HA! I see them kill people every day. WoW guards are 100% INCAPABLE of killing max level players. or anyone close.

Oh gods. I hadn't thought of that. It's gross enough when you're in a nice quiet bank and someone with the zombie personality starts BLEAAAAHHH CHHLERGH PTTTHP all over your back...herds of them would be deafening.
