Necromancy tied to the Justice System?

If we do get it, would it be good or bad for active Necromancy to incur a bounty while in highly populated areas? I seem to recall it's not illegal, just frowned upon, but wouldn't a ban make things more interesting?
I've been wrong before, and I'll be wrong again.

    Yup, it's pretty much abandoned as it is.
    I don't see much reason to make Necromancers get a bounty, as that wouldn't really change anything for anyone other than the necromancer himself. The justice system is, as of now, basically a solo mechanic in this game.

    ZOS abandoned the second half of the justice system and left it unfinished.

    I would seriously doubt Zos would make a class (or having a skill from a skill line on the bar) cause a player to incur a bounty.

    Guards are of little consequence. Never have had to worry about them. They are so easy to escape but are the only thing that makes a bounty actually mean something. They should stay as they are or make them even tougher.

    If they were to implement a mechanic where people were actually able to hunt down those with a bounty on their heads, those who are "rounding up criminals" would actually be the ones stealing from other players, given that thieving and murder is a solo mechanic that affects no one but a few NPC's. Depending on what the reward system is, and whether or not you can take any stolen goods on their person, this could be a very toxic mechanic that we simply do not need. No one would be a hero. They'd simply use it to grief people.

    Yeah giving players the ability to collect on bounties would basically be open world pvp and nobody NOBODY wants open world pvp in a game not designed for it from the ground up. its a cancer in WoW and it would be a cancer in ESO. only trolls and griefers like open world pvp.
    Playing your character the way your character should play is all that matters. Play as well as you can but never betray the character. Doing so would make playing an mmoRPG pointless.

    Actually WoW makes open world pvp a togglable option, which means you can play without open world pvp if you want. I would prefer ZoS did this instead of limiting it only to Cyrodiil.

    I don't know how it is in BFA but in legion even on "PVE" servers trolls and losers would constantly kill quest NPCs bankers and
    shopkeepers. becuase blizzard is pants on head stupid and wouldn't make those NPCs unkillable and guards were a joke by then.

    You think ESO guards are too easy to get away from and cant kill people? HA! I see them kill people every day. WoW guards are 100% INCAPABLE of killing max level players. or anyone close.

    Exactly. I mean, when I'm in Hews Bane or Vvardenfell, I constantly see people running by me with guards on their tail, getting insta-killed, or killed a few seconds later. These aren't even new players, but players who are higher level than I am.

    Granted? If you know what you're doing, you can definitely get away from the guards in time. But I don't see other players doing that very often...

    That ship sailed long ago. Zos ditched their early ideas of having an PvP aspect to the justice system.

    The problem with a game that is not billed as open world PvP they would have had to develop a system where a player opted in to the PvP aspect or not. Besides the reality few with common sense would flag themselves, systems like that are often ripe to be exploited.

    Basically, not worth the effort.

    The world needs to recognize whats going on within it more accordingly. Werewolves and Vampires should incur hostility from City Guards when openly showing their curses. And now the same thing for Necromancy. If you practice the Magic by casting a Necromancy ability within sight of a Guard you should at the least get a bounty.

    I would like it but there are quite a few quests in or around towns near guards, would make the class quite hard to play. Which would be fine by me but I'm sure a flock of snowflakes would throw a temper tantrum.

    I would like to see the justice system expanded but I think if they do it then it needs to be a broad mechanic for everyone not just one class getting some extras from it.

    Great for roleplaying people, but potentially quite annoying having only a single class have this penalty for using skills near guards. I would hope that dueling removes the justice system impact.

    The distrust of necromancy is on the part of NPCs, nothing whatsoever to do with PvP (other than where those NPCs are in PvP zones presumably). The Justice System remains as it is, a PvE system in PvE zones.
