I guess the morphs could do that.
What i am worried though is abut the bad targeting system in ESO and how all potential necromancer minions will be handled.
Because destroying these minions blocking the heal in PvP is nice tactic but then the players could hide behind the minions.

If we follow the warden way here, step one is to steal groupbuffs from other classes, to make necros wanted.
Mountains Blessing (Minor Brutality) and Warhorn (turn the stam/mag part into into a major buff) would be first candidates to think off for removing the minor/majors and put to easy access skills on necro.
Repentance (necro version restores highest pool to everyone in range).
Could put spc buff on a skill and "invent" staminasteal debuff.
Move Black Energy Orb of Doom from undaunted and Blasphemic Combat Prayer from resto into necro arsenal.
And than add in some new and unique skill like summoning a cliffracer skelleton that runs into the lowest health ally to explode, which restores 90% of missing health, grants boneshield and restores casters highest pool. Could call it Dishonor the Dead for uniqueness and never seen before factor

Well, the Templar would be the true Necro healer. They do heal using the corps of the fallen.
Edit: back before repent was nerfed if someone died in a raid I made it a point to repent their corps before they rezed. And how said a dead dps was not very helpful.
