Rimmen
Though ostensibly its own kingdom, Rimmen still pays tribute to the Mane of Elsweyr, from whose realm it seceded in CE812 during the Interregnum. Earlier, Akaviri refugees had fled persecution when the warlord Attrebus briefly aspired to the Imperial Throne. Attrebus, though he lasted no longer than most of the pretender kings of that period, thought he might rid Cyrodiil of the foreigners who had ruled it for the first half of the Common Era, and he drove the Akaviris past the Empire's borders into Elsweyr. The khajiit granted them asylum in the hills and steppes of northwestern Elsweyr, where they dwelt in relative seclusion until remnants of the Dir-Kamal resurfaced in Cyrodiil, seizing the Throne from Attrebus' successors. The Rimmen (literally, the "Rim Men," as the khajiit called them) joined their brothers to try to rebuild the Empire. This effort was doomed to failure, but not before the khajiit attempted to reclaim their lands in a series of bloody border wars. Currently, since the ascension of Tiber Septim, the hapless Rimmen have once again submitted to the protection of the Mane, with a renewed tribute paying for the Cat Lord's guarantee of their independence, a truly weak reed upon which to lean.
Akaviri wouldn't use dragons, they'd hunt them down. That's why the Akaviri Dragonguard came to Tamriel in the first place.
It's probably the most logical reason for introducing Dragons into this chapter, as dealing with Akaviri will be nearly impossible to avoid. They've been granted asylum by the mane and are living in the north of Elsweyr at this time. It's feasible that some of the members or successors of the Dragonguard are among them. My best guess is that they learned of the location of a dragon in Elsweyr somewhere, and we get to join them on this "War against the Dragons".
I'm unsure where exactly they'll place the chapter in the order of historical events, though. Remnants of the recent Kamal invasion will join the Tsaesci in Rimmen at some point, and together try to retake Cyrodiil and rebuild the 2nd Empire. It's unclear to what extend they succeeded. That might play a role in the "Season of the Dragon" as well.

I'd love to see the Akaviri try to remake the 2nd Empire only to have their boot thwapped by the Khajiit. A dragon could even be involved, too! In the Story of Lysirius, the hero tricks a dragon into slaying a whole Akaviri army by offering to be his manservant, then driving a dagger under his scales and refusing to remove it until the deed was done. Since then the dragon has never trusted anyone two-legged being who wields weapons. So what do we do? Take a Khajiit monk who's sworn off weapons, have THEM negotiate with the dragon, and then pull the dagger trick all the same when its back is turned. It's genius!
