I saw someone wearing it over Christmas and took a pic because I didn't know what the style was. But I didn't think it was available yet. I am sore confused. Anyone know? Was this a costume that I missed?

Probably, remember getting comments on using Jorvuld’s Guidance before the dragon bone motifs was out.They may just be wearing Bright Throat Boast which is in the Elder Argonian style and not using a costume.
Grinding just make you go in circles.
