Devs, I've noticed a repeatable issue when assigning an emote to the quick wheel on XBOX ONE X. Usual operation of assigning the emote to the wheel, once you assign one the menu will go back one step to allow you to assign another, & another , etc. If you continue to use the back (B) button to exit the menu, things work as they should. If you assign the emote and then use the menu (start button - I don't know what the kids call this button these days ) button, your character won't be able to move. Performing an emote after this locked phase happens will allow the character to move again but it took me a while to figure this out. At first I was using /reloadui which will also fix the lock. Try it yourself, assign an emote, press start to continue playing and you may find you can't move and you can still hear the sounds like you are assigning an emote to a different slot as you rotate the joystick. Obviously nothing game breaking. Hope this helps.
