Because, while it's true that some items will get you the optimal results when it comes to dps, it does not really help people growing as players, and adapting, if the only arguments you use are "it's the best item".
It would be interesting to see people actually explain why sets are valuables (and the current best options) , because the whole thing encourages people to turn down any other alternative, and some players are making fun of perfectly functioning builds, because they don't even try to see how and why it was made.
That is what dictates the categories of skill level/dedication. When I teach my friends who don't have the time to put in the effort to research everything, I teach them in Tiers. I find it harmful to the learning experience to jump straight to the Meta and discourage them from experimenting, or understanding why the stats/procs/skills in the Meta setup are as valuable as they are.
Casual - Doesn't really care about the meta and will play their way. Doesn't research ways to be a better player. Simply wants to enjoy their time in the game.Very rare to see these folks in Veteran content.
Novice - Wants to complete as much content as they are able. Will do a little research into what is the best gear to get there. Will dabble in things, but not really take the time to perfect things. Decent chance they will be seen in Veteran content.
Expert - Will complete all content. Does intense research into what the best gear is, why is it the best gear, and what is the best way to utilize it. Will likely be found in Veteran content pushing for score board runs.
