Damage Shields - so NOW resits and crit resist is worh it?

Hey,
im actually new, although I did Play a Little bit in the past. Ago a few years, e.g. the light armor shield skill, damage shields only scaled with your max magicka and u couldnt crit them and armor Rating didnt affect them.
But now they are crittable and armor Rating is calculated on them, correct? So, it would make sense to raise both for a "bigger" shield? Furthermore, do I understand it correctly, taht it does still scale with your max magicka, but only to the Maximum of a %x of your max HP-Pool.
Can any1 confirm all of this or am I wrong in any Point?
