Who is buried in the grave just east of North Beacon?

There is a makeshift grave just east of North Beacon (in the fork of the stream) that was placed there by Razum Dar. Does anyone know whose grave this belongs to?
The grave marker says "The Eyes of the Queen shed no tears, but Razum-Dar may make an exception. The two moons know our paths will cross again, my friend."
