A quick check of Dev Tracker clearly shows this bug has been acknowledged, is being investigated, and is not a quick fix.
Your proposed solution isn't a quick fix, either.

This problem has been going on for years and there were several attempts to fix it, all of them proved just temporary and it crept back in sooner or later. If i wanted perfect, I'd demand working doors in Cyro, a reliable weapon swap, reliable cc break and immunity ( stun lock does exist in the game under certain conditions ), purge/ritual not whiffing half the time, no ghosting and zergballs not being able to prevent other players from executing skills by simply spamming and overloading the servers. And that's just before the morning coffee.
But i do realise there are limits to what ZOS can do, so I don't ask for all of that at once. Some progress towards any of these goals would be really nice though.
