Is Cyrodiil always that empty? Where is everyone?

That would be awfully boring. There will be no feeling of danger while fishing, doing delves there or opening a chest. There is a special charm about doing PvE activities in PvP zone.

I don't understand why this isn't a "thing" already. Why force PvE guy who just wants to walk around and do... I don't know what you would do after skyshards and fish. RP? Whatever they do, I do not understand why this isn't a thing already given to them. The programming would be easy, since everything is already created for PvP open world. I mean, my only guess is that numbers Zo$ have show that PvE'ers in Cryoland make up a larger portion of "PvP Population" than what most PvP players want to believe. I'd advise against that. "Just go into Vivec" shouldn't be the answer for everyone since that Campaign is already ALWAYS pop capped and the lag that everyone complains of is horrid. Contrary to that the lag in Shor is much more bearable and if people want to encounter more players you should be telling more people to choose Shor over Vivec. All you're doing now is exasperating two problems instead of alleviating them. Get people out of Vivec and into Shor.

PVE events reduce the load on campaigns in general.
Christmas reduces the online population in general.

Further aspects to be taken into consideration are server or campaign prime time, which is not necessarily your online time.

Not to mention that many players hate the bad performance in Cyro and the new AP reward system.

If I may, don’t give up on Shor! You can have a guest and a home campaign so spend it wisely. Start by homing in Vivec if you like but give it a shot with guesting in Shor. If you drop in there and see a bit of action do join in. People can be a bit quiet on zone chat but don’t let that stop you. Ride to any action you can and you might be surprised by finding a friendly group of players. Vivec might be more action packed but I’ve had my best PvP on Shor. A lot of new players get put off when they can’t LFG but it sounds like you don’t mind going out on your own. Those of us who do play Shor regularly would love to see people come and join in. The people who do best in Shor are usually those who don’t mind initiating. I understand that sometimes there’s just nothing to do, but in an effort to breath new life into Shor, please don’t write it off so quickly. Vivec is super laggy and many PvPers could have a much better time if they helped bring Shor populations up. Atm we need almost an equal balance of all factions. Big 15+ person groups will probably wreck the map right now, but solo players and smaller groups are more than welcome unless you see the population is up.

Just to clarify: you can get campaign reward and gain AP for it only in home one, while the guest one will allow to get only some side AP which is not counted for anything?

Yes this is true. Only home campaign will give you the end of campaign reward. Both will give you AP, you only need to get to reward tier 1 to get the transmute crystal though, and tbh the other rewards are junk unless you place really high on the leaderboards and get gold gear.

LOL! AD dominated every campaign in a row for years on PS4 NA and now EP wins a couple and it's QQ time.

I've never PVPed so put off skyshard farming there until the last. I finally went and went all over the zone during the course of a few days about a month ago and only saw ONE person period. I didn't get all the shards as the zone is HUGE though. But was wondering if that was the norm, it was very odd.

People usually just head to crossed swords on the map. Even on a busy night, much of Cyro is empty.

3. Do most people run nightblades in PvP these times?
4. Is the only way to get some action is to join a group and go fight some nightblades???

Not sure when you played or what platform but yes pvp is usually dead. On xbox, on a normal weekday not at prime time, you can expect to find maybe 1 bar in shor and 2 bars viv. But most of the time its dead in shor and 1-2 bars vivec..

At prime time this is differnet. Usually at prime time you can find 1-2 bars in shor and a full vivec campaign but usually with no que.. I remember even a year ago you would get 250+ ques in to vivec, those days are over... But again thats at prime time. Prime time on the weekends or holidays you might find a 2-3 bar que for shor, for most alliances, and pop locked vivec..

As for no cp and under level 50.. Well on xbox those campaigns are always dead and i look frequently and find there are zero bars of players.. So ya i would say if you arent playing at prime time, or on a weekend, things can be pretty dead in the 2 cp camps and always dead in the 2 non cp camps.. But this could be different on other platforms.

Some things, it seems, don't change much.

You can blame the fact that the servers can handle nowhere near the amount that would be needed to even partially fill the Cyro map. But this is why it would be good to start imposing AP penalties on groups larger than say 12. Anything to get people to spread out. Frankly I think the ring keep emp thing needs to be reworked. You should also be required to hold each town as well or something. Since people only focus on either farming or emp, introducing group AP penalties and making emp harder to get would be a good start.

The guilds would just create multiple groups of 12 all in guild voice chat on PS4.

True.

It was fun when NPC were also stronger. I remember one of my first kills was in bruma with the help of some dremora and some shadowed path npcs.
