Low Population Bonus on Christmas

Daggerfall Covenant has barely 2 bars against a locked AD and EP with EP having all the scrolls and we aren't getting a low population bonus. What are the requirements that have to be met in order to get it?

Ruckly✭✭✭✭I'm still for a scroll reset and emp reset at the start of prime-time. It will probably never be done because in order for it to be done it has to be done and that means somebody has to do something which nobody wants to do because it may in some way turn out wrong whereas any benefit that person could receive for doing something would be nil. Hence incremental logical nerfs and such instead of removing an imperative to lag the game into disconnects and such and in the process demoralizing the people playing the game.0
