It case it was missed in the hundreds of other Sorc forums threads ... and hundreds of "take CP out of bastion" posts:
ZOS wanted Sorcs to have a trade-off between damage and protection. ZOS did not want Sorcs with both high damage output and high damage-resisting shields (resulting from a high magicka pool).
My Magicka Sorc didn't like the changes either.
But, some Sorc players are able to adapt and move on ... while others are still stuck in September 2018 (when the changes were announced).

I've said this before, but I'll repeat it here. If I only use hardened ward and dampen magic in PvE I'll still hit the 50% cap even with 0 points in Bastion (with less than 40k magicka and around 17k health), so you're right Bastion is pretty much useless for a DPS in PvE land, but it is still useful for other playstyles since all other damage shields that do not have an explicit cap are still decently affected by Bastion. For instance, Bastion will still improve the Iceheart set's damage shield, the restoration staff skill Steadfast Ward's damage shield, the support ultimate Barrier's damage shield, etc.

If you are running too much shields in PVE then there is no DPS you are going to do,
as Magicking Sorc DPS rely on Ward as Damage Shield.
Bastion may be helpful for healers etc. but i doubt they mostly put any CP there, in a broader view this CP is a waste now.
