Can't Gold Items from Vendor

I just bought a medium Blood Spawn helmet for 200kAP in Cryodiil, but I can't make it Gold, I have all the mats, have tried re loading UI, relogging, using blacksmithing stations in Cyrodiil, Mournhold, and my home, tried unlocking, locking, and putting it in my bank. Am I doing somehting wrong? Or can you not gold out gear from the vendor?

The problem is that medium armor is golded out at the Clothing station, not blacksmithing. -
