What's the the deal you can no longer gift starter packs?

Did they do this so people didn't buy the cheep starter packs to gift to people for the free pet!?

    The 500 crown pack can't be gifted, but there is a similar one for 1000 crowns which can be gifted.

    Very strange. That would have been the best gift for a new player (lots of them after the free play event).
