Lots of people will say that Zeni doesn't care about bots or gold sellers (or exploiters) . That's not true, they care and they would prefer these things weren't in the game. But they'd prefer them to just go away on their own, and they aren't going to put more than minimal effort into getting rid of them.
So they care, but not enough to do anything about it.

This. There are barely any bots around compared to other MMOs.
And also, they do actively ban gold sellers. Even an ex top ESO streamer that was caught gold selling was banned multiple times across multiple characters very quickly.
I think you'll find that many of the gold sellers are not of the "Chinese bot" variety - but of experienced endgame players looking to make a buck on the side from useless currency.
4. Make the actions taken very loud and very public. You'll find the problem will quickly resolve itself.
