Are the writs character or account bound? I'm hoping I can just toss them in my bank until I have 12 and then do them all on my crafter.

The writs themselves are like Master Writs. They can be traded between players (to say nothing of characters on the same account), however once consumed they start a quest which (obviously) cannot be traded.
