Enchantment Proc Changes - Inconsistencies in Patch Notes

Maybe I missed it, but I haven't seen this addressed yet. From the latest patch notes:
Weapon Enchantments and poisons will no longer proc from single-target Damage over Time effects of any weapon ability. The following effects can no longer proc Weapon Enchantments or poisons:

The Damage over Time from Cleave and its morphs
The Damage over Time from Twin Slashes and its morphs
All damage from Lacerate and its morphs
The residual Damage over Time from Toxic Barrage
The Damage over Time from Acid Spray
The Damage over Time from Poison Arrow and its morphs
The Damage over Time from Destructive Touch and its morphs

So, nearly half of those are AoE abilities, not single target. What's up with that?

    Im just gona adress 1 skill here, since the explanation can be taken over for the other aoe skills.

    Cleave and its morphs...
    So yeas the initial DMG is an AOE cone attack in front, which deals X direct dmg to all enemies it hit.
    This initial direct dmg hit can proc enchants, like other direct dmg abilities can -> deadly cloack for example.

    The second part of the skill applies a DOT bleed on the enemy, which can (since the patchnote) no longer proc enchantments, due to the fact that it was too strong of a pressure tool in PVP.
    PVE was fine, it was just a DMG nerf by removing the proc of enchants on ST DOTS

    The 'single target' is probably not quite precise wording. The idea behind the nerf seemed to have been as follows: to avoid proccing enchantments from the 'sticky' DoTs that have to be applied and then linger on the target until cleansed or run out. So ground AoEs like Hail or Wall of Elements will proc enchants because they're not attached to the target, but to an area - target just leaves the area to avoid getting damage. But Acid Spray will 'mark' multiple targets with lingering DoT that travels with them, and will also give them enchantment damage ticks. So the idea was to remove the 'fire and forget' enchantment procs that can be applied for a time to the target.

    But it's true, I suppose patch notes have worded it in a rather ambiguous way.
