If I pop a Change Token can just change hair color and not rebuild the rest of the toon all over again?

    Yes.
You can change as many or as few as you wish; one trait or every trait.

It's a shame minor things like hair and war paint adjustments can't be made at a barber shop for coin in game. It sucks having to drop $10 bucks just to change minor details, especially as an ESO + subscriber.

You can buy the hairstyle or adornment packages and change those items as much as you want, on all of your characters. If you don’t want to spend crowns at all you can exchange the items with another player for gold through the crown store gifting process.

If your character is a stage 4 vampire, then when you go to the appearance change screen you character will still be a stage 4 vampire meaning the pale skin and all. I'm guessing if you feed to get back to level 1 before using the token then you'll look "normal" but you're likely to still have red eyes which you can't see change when you pick a new eye color (but the new color will show up with a disguise on or if you remove vampirism later).

Also, be aware that you can use the coin, play around with your character, and then just exit if you don't like the changes - and it won't consume the coin. It's only used up if you finalize the changes.

I get that and I have two of the packs bought (Even the large 199 item pack) but for instance a few weeks ago I wanted to remove the large black paint that goes across both eyes. I've had it since release. It cost me $10 bucks. If I ever want to re-add that paint, which isn't part of any of the packs I've seen, I will need to drop another $10. Sure it's not much but being milked is still being milked even on the minor stuff. These minor things should be available in game for in game coin IMO.

( I double checked and with all I have bought I do not have the option to "quick change" any of the starter war paints or head markings, only the ones I've unlocked in game.)
