Is drop rate for new Motif nerfed?

Even when you do vMHK HM you don't have 100% chance for motif drop (like for example in vFL HM). Is it intentional or just a bug?

    Not seeing mention of them in the live patch notes, but this is from the initial PTS patch notes:
    The Silver Dawn Motif will be available later this year, after Update 20 is released. The Chapters can be obtained by completing Moon Hunter Keep, becoming more likely with higher difficulties of the dungeon, up to being guaranteed to drop on Veteran Hard mode.

    Is this motif out yet? It’s not hitting the crown store until tomorrow. I didn’t think we were supposed to expect it until then.

    Edit: I misread the date. It did release today.

    As was noted above, PTS patch notes are not always reflective of the live launch. They should, however, be publishing live patch notes so we know if this is intended or a bug.

    Can’t check myself until later but this is what the announcement says:
    The Silver Dawn Crown Crafting Motif will be available in the Crown Store on all platforms starting on December 5. Please note that this Crafting Motif will also have a chance to drop from the final boss in Moon Hunter Keep starting on December 5 at 10am EST.

    Wasn’t BRF or one of the other ones bugged when it first started dropping motifs, too? Like normal was 25%, vet was 100%, and vet hm was 50%? Wondering if people have tested drop rates on other difficulties...

    How are you surprised at this?
    Every motif that drops in game in pages and is not the base game blue race motifs and purple books (daedric, primal, ancient elf, barbaric) has been 5K to 6K in the crown store when released.

    They sell, so Why would they change that pricing now?

    Can guarantee it's not 100% drop rate on HM completion. Unless it's 100% for ONE member in the group. I got a motif and my three friends did not. :/
    Really disappointing and lame.

    Can confirm that drop rate on vMHK seems to be okay, but not 100% chance like in BF vet. Maybe it is 50% but sample is too low to be sure

    Support my suspicions, they just rigged hm drops to force people into CS.

    If they do, this is an another disappoitment for the last month of ZoS decision.
