Reality - Bethesda has already set precedent by allowing add-ons/mods with Fallout 4. The above statement is therefore proven false by their very own actions.

And I don't look down my nose on people who want the combat add-ons. Doesn't mean you're cheating, lame, etc. God knows, there's been some situations I wish I had one (looking at you vMA). But I just don't want to use them. To me, its kind of like playing a game while simultaneously doing everything the walkthrough guide tells you to do. Takes away from some of the fun for me.

The stuff they “gave” us looks pitiful. Buff trackers are completely worthless. The combat numbers are equally worthless.
