Before 1T it was the way to get a character across other alliance zones but they have no real relevance now.
I took one character through them and she is a Tamriel Hero (or whatever it is) but none of my other 19 characters (across 2 accounts) will get anywhere near that. There is no point as you can get all the skill points you need without actually questing now.

If you complete the main story in AD or EP, why wouldn't Darien recognize you in DC? Why would Angof still be alive? Why would every NPC still be talking about Molag Bal?
Cadwell's Silver/Gold explain this as just being an "illusion" to experience an alternate past through a different set of eyes.
For me, it was a cool way to see how the various alliance storylines fit together. To see the way all the side storylines, including the Guilds, intersected and expanded on each other. It was pretty cool to see all the missing pieces of the puzzle of Tamriel come together. The other thing I liked about Silver and Gold the first time was that I could finally see how storylines played out in order with the little checkpoint guide in the journal.
The biggest problem I had with my first playthrough was the whole "One Tamriel" random nature of questing made me miss about half of the DC storyline. I didn't even know Rivenspire or the Alik'r Desert existed until I got halfway through Silver on my Breton magsorc I'm going to have to do Silver at least once on an alt to experience the full DC storyline in order.
Other than that, though, I'll probably never do it again. The first time, though, it was pure awesomesauce.
Yes you can travel there at any time and quest. It will just go towards gold and silver.
A new player to the game might follow the quest lines from their alliance. So perhaps they do the quests in EP and the main quest line. Then venture out to ad and dc zones to do silver and gold. If they’ve already been there questing then it’ll all be checked off the list already.
You get a Drauger (I think) gold motif book as a reward for completing Cadwell's Gold.
I finished gold on a new character over the weekend and my only reward was a necklace.
This has got to be the most anti climatic quest in the game. It's not as much of a pain as it was before 1T, but it's still a joke to complete the longest quest in the game for a piece of decon jewelry.
I'm still stuck in Grathwood for Cadwell's Gold on my 2nd and 3rd characters ever made. I just hated chugging thru Valenwood the 1st time around that I just can't be bothered to repeat the process.
