Unable to queue at this time

    Yes, and Yes, the "maintenance patch" on Saturday didn't actually fix the underlying problem, just added a new error message instead.
    My speculation is that they tried to put a cap on the number of single (esp. DPS-role?) players who can be queued, BUT:
    1. the "someone declined, you have been put back in the queue" error still happens anyway
    2. some people now get this new error message instead, and THEN sometimes get the other message when they finally do get into a queue.

    Note: you can try work around this "Unable to queue at this time" error by simply trying again (it does eventually work according to some), or by grouping up with at least one other person - the Group Finder handles and prioritizes groups (of 2 or more) differently than single players.
