Frighten the Fearsome

Greetings.

I have a friend that can't start the quest "Frighten the Fearsome".
We've been googling and looking on what quests to do prior to it, and what we found was "Staff of Magnus".
I did did it and can continue with "Frighten the Fearsome", but she can't.

She couldn't remember if she had done "Staff of Magnus". But after a ticket they confirmed her that she had already done it.
Is there something that we are missing?
if so, what could it be?
We are literally stuck with no more ideas on where to look.

Check if there is someone in the Magesguildhall or in/close to Ayrenns residence (first or second house on the left when u enter marbruk thru the southgate) who sends u to talk to Hazazi in Bramblebreach.

Check if Hazazi wants to talk to her.

Make sure she didnt complete it already, symbol of bramblebreach is white if the area is completed.
