Good question. It seems counter-intuitive that the drop chance for rare items would be the same for Normal, Veteran, and Hard Mode content

It was the same chance last year. The goal is to get lots of people doing Group Dungeons.

Setting up for random normal is level 10 and some sort of gear.Yes. Players who have more than one character set up for Dungeons will benefit.

Because the drops are much more valuable than any previous Event. Both I and the person who asked the question are wondering. It would be unusual, to say the least, if such valuable rewards were equally available across different scales of content difficulty. A clarification from Zenimax would be helpful

The drops are different from last year but same value overall as you had 2 jackpots in the last one; every mount released & every house released at that point. For last years event the drop chance was the same for both vet & normal so it would be unlikely to change this year
