Automatically everyone knows I’m talking spellcrafting being apart of all these scroll buffs. I personally think it’s the perfect way to put spellcrafting in the game. But to each, their own and you all have a right to disagree.
Scroll buff types
DPS buff scroll
Revive buff scroll (only for raid groups)
Shield buff scroll
Poison buff scroll
Secondary Ultimate scroll
So we have Experience Scrolls in but not Scroll Buffs in the game. If we ever have them in the Crown Store Scroll Buffs are not all in PVP.

Now any kind of permanent effect, even if very expensive up front, I could get onboard with.

Experience scrolls don't reduce the challenge in Dungeon and Trial content.
The game is full of buffs that boost dps/healing/tanking from skills, gear, consumables, dungeon queue, et cetera.
You have an interesting suggestion, but the effect will be to reduce the challenge of content, which means the Devs will have to buff Dungeons and Trials to compensate, especially since it appears your idea is geared towards group buffs.
I'm ambivalent. Reading a scroll for something to help the group is interesting, but I fear that the scrolls would have to be ridiculously weak to prevent groups from abusing them to just face-roll the content
