Any know a fix for skills dont activate?

Hey guys n girls.
I am playing my magplar
When I am using my Target skeleton, a strage thing happen. Only on the Target Skeleton
What happens is that when the Skeleton is half HP 40% or someting like that. My Shard as my Elemetal weapon as well stop activate or I can se the game got the information that now it shall cast by the fine botton indicater all skills have where you can see it be clicked down.
The animation and skill do not happen for like 5 sec and that enorth to destroy my hole Parse. Sadly when this happen it often cost my parse 5k dps in cmx so with other words my parses are useless
Any know a fix for this stange thing. startet happen after Murkmire Release.
What I have tried:
- Lower my settings to minimum
- Reinstall the game
- Disable all addons
Also happend on my Magden before I made him a Racer build with two bows
